The focus being on offshore facing industry

We need more of a focus on how New Zealanders and businesses engage digital services, rather than a digital industry attracting overseas business. 

Otherwise we might incentivise the development of the digital industry without direct benefits at the most basic level for the lives of those in Aotearoa.
